Pallys and Druids are intended to and are able to fill tanking roles. Does that mean they're going to main tank every dungeon? No, because encounters are varied enough that certain classes abilities will simply match the situation better or maybe you don't even require a main tank, but several off-tanks.
Your assertion that druids tanking being removed or eliminated is not something we agree with. The ease with which it was occurring prior to this patch is the issue. It was too easy and it was obvious. If it really comes down to Druids not being able to generate enough threat to even tank a five-person dungeon, then I'm sure the devs will make changes to bring them back into play as filling tank roles.)
Here is what we learned:
1) We can't get a concrete response on the point about this being a PvP change, PvE change or something between the two.
2) Don't get your hopes up about the nerf being reconsidered in any way, even in a future patch
