What is Blizzards stance on people holding ingame lotteries considering that under Californian Law Lotteries are Illegal?

Also should point out that should the transactions between players be shown to have an sort of value then players would be guilty under Californian Gambling Law of the above. Lastly other states and countries have simular rules which either prohibit or place strict regulations on gambling of which I highly doubt any wow players have followed in order to run any sort of gambling in their state or country.
