As both Ommra and myself have said, the Developers are looking into the Paladin Retribution tree, but we do not have any details regarding a time frame, we are sorry if you got the impression that this would be dealt with this patch.
Regarding the way changes are handled, we have said before that the 'class revamp' patches that happened in the past are unlikely to happen again, as the developers are now taking a more gradual approach to class balance. This can be seen in the changes that have been implemented across all classes in the past patches.
