Ok, so I get the idea of a Something Rating converting to a Something stat. Right, gotcha. But, how does this interact with weapon skill? What does weapon skill mean at all anymore? Does weapon skill give expertise?
Edit: clarified that I meant weapon skill, not weapon skill rating.
