It's off by a factor of 10. Battleground Daily quest bonus honor is supposed to be equivalent to 20 player kills at your level, ie 400 honor at level 70.

There is further discussion in the thread and you can be sure that we're aware of the feedback from people on how they feel about it. I don't know what else we could say right now really.
