Just my view on how I think legacy servers should be handled if they ever happen. If you create new character, you can choose to play current expansion or start in vanilla, if you choose vanilla, once you get bored of it at lvl 60, you can choose to progress to Burning Crusade and so on, until you reach the current expansion. All the ones wanting legacy servers would be happy and they would potentially end up playing the current expansion.
