Mage Tower

I think it's time to lower the required amount of resources to build the mage tower. With most people's focus being on Argus the building isn't going forward and the tower still won't be up in 2 weeks...

We implemented a hotfix on September 8th that increases the rate at which buildings are completed on the Broken Shore, the end result is that the progress should now feel similar to what it did during Patch 7.2/7.2.5.

That being said, we're continuing to monitor the rate at which the buildings are completed and will make further adjustments if required.
