Well, aside from the issues of Tier items *always* being best-in-slot, I think a lot of people agree, 8-piece sets left a much better impression. 5-piece sets, for lack of a better term, seem very temporary.
Now, I don't know how you plan on implementing gear for 10-man or 25-man instances, in relation to each other, but here is an idea. What if the "usual" 5-pieces drop in he 25-man versions, along with the usual non-set epics. However, make the "other" set pieces (Belts, Boots, Bracers) drop as tokens in the 10-man equivalent? Doing this would encourage guilds capable of 25-mans to still participate in 10-mans, and encourage guilds capble of 10-mans to go ahead and do them, since it would be earning something that would still be useful later on.
There's probably a pitfall that I'm not seeing with this, but at least at the moment, I'm really liking this idea. I dunno, gimme some feedback, but I'd really love to see WoW shift back to 8-piece sets, even if they aren't best-in-slot anymore.
