An expertise on use item like this seems pretty unattractive to me; i'd much have passive expertise and AP on use. In Live, the scryer SSO neck, for example grants a huge chunk of expertise on proc, which at higher gear levels is over the expertise cap and making the extra expertise worthless.
My comment is mostly for the trinkets that have yet to be itemized (i'm going to lose any sleep over a green trinket, but would hate to see a similar L80 epic one).
