Having come out against the new cross-server LFG system, here is some honest feedback on how to improve it:
-Create a "LFG Classifieds" system for each entire battlegroup. This could take the form of a forum, or a scrolling banner like on CNN. Players could browse a calendar and see what events are posted for a particular content on that date and time. They could sign up in advance or contact the organizer via a PM.
-Create a feedback/rating system. Good leaders and good pugs get positive feedback. Bad ones get negative feedback. History will also reflect how many runs were successful (though perhaps not necessarily how many were not, to avoid negative behavior driven by being risk-averse).
-Create a cross-server PM interface for pugs modeled after the GM interface. Under certain conditions, raid leaders could open a channel to prospective pugs on another server, to interview them before inviting.
-Create a rubric for LFG. What are the requirements for those who want to come - gear, level, experience, achievements, tag? Is it a guild run? Is anything locked? How long will it go? What is being done with BoEs/shards? This may seem like a bit much, but I find this sort of thing saves time and is more fun, because failure is less likely when the means and ends are clearly defined.
-Give rewards other than gold or tokens for successful pugs. High feedback - just like on eBay - would reward that intangible thing called prestige. This could simply be a high rating, same as with arena ratings or guild progression rankings, or perhaps even a title - "Soldier of Fortune", "of the Free Companies", or perhaps a tabard; something that would associate the individual with success outside a guild run.
I think a really good idea would be an upgradeable ring or shield or resocketable gem - I would find the idea that the experience of doing something other than grinding a faction or PvE/PvP itself would have scaling rewards would open new possibilities in game design.
Let's see some more ideas, please.
