I do not have a video to post about this but did heavily test it on my PTR character "Neuromanser," in addition to sending in a GM ticket (because the feedback function did not seem to be working). I am a Druid (Feral) but also saw the following described phenomenon happen to rogues and hunters.
I only tested the following player-caused disorient effects:
Dragon's Breath
Blind
Scatter Shot
When a player is afflicted by these abilities from a hostile player their character will be forced to toggle the run / walk function (though the above effects behave normally and as you would expect no matter what) once the effect is over.
If the player was in walk-mode previous to being hit with said abilities, they will toggle into run once the effect ends or they trinket out.
Conversely, and much more annoying and/or gamebreaking, if the player was running before being hit by these abilities, they will be forced to walk once the effect ends (or trinket is used) until they toggle back into run.
I do not imagine this is an intended change it is highly frustrating to people who don't know what's going on.
