Missile Barrage does not proc the 1/2 cast every time like its suppose to. It seems to proc correctly occasionally but not on any type of consistant basis.

Edit: The ability does proc, the only part of the ability that does proc consistently is the 0% mana cost portion, the 1/2 cast part of the proc works inconsistantly.
