I don't know if this is a bug or a design change, but if the latter please reconsider.
To replicate: Cast a spell, watch your 'shoot' cooldown. It fires as the spell is casting and now also as the spell finishes.
Previous behavior was that wands start a 1.5 second gcd when you start casting a spell -- normal, like every spell, making it so they follow the gcd behavior like everything else.
However now they also incur an additional 1.5 second gcd when your spell *completes*, as well as taking 1.5 seconds to still fire.
Wands are... hardly overpowered :p.
I'm leveling a low level mana user right now and it's really an irritating change..
Low-level casters don't really need to be harder to level: there's already little +dmg gear from quests or green drops (especially compared to str/agi gear availability) so their dps gains are few, the mp5 change for max-level hurts their mana regen, and mages still can't conjure comparable water relative to what you can buy, making it of low utility sub-80 for the leveling mage. Adding "stand there taking extra hits on your cloth gear" when trying to finish a mob off with a wand to the list is.... non-ideal :).
