Us Ret pvpers have been all in a tizzy about our nerfed burst and our un-buffed utility as a result. SoC has generally been designed as a pvp seal. So I'm confused, what does the new Seal of Command design do?

If any of the developers or forum moderators on can explain this to me, that'd be amazing. It doesn't add burst, it doesn't add utility, and at best we'd get a 1500-1600 SoC proc crit on a ... pet? Fellow melee opponent?

I'm not trying to discount this new change, but rather just trying to understand it.
