As it stands, i've thorougly tested this out this morning, Judgements of the Wise do NOT proc off Killing blow judgements.
If my judgement kills the enemy/mob (my target) it will not proc Judgements of the Wise.
It works perfectly fine on mobs that have a higher hp pool than my damaging judgement and even on training dummies.
But say i judge a boar right outside of durotar. No auto-attack nothing. i'm exactly 10 yards away to cancel out all externalities, my Judgements of the Wise will NOT proc.
Please look into this.

P.S.: I'll make a seperate post concerning another matter at hand.
