I've been noticing the 4 piece elemental shaman set only ticks for about 2 damage on the training dummies.. which is about 600 damage less than what it should tick for.

I remember when Righteous Vengeance only ticked for about 1 damage on training dummies as well, so i'm guessing these 2 are related.
