I just tried it out, and its working properly for me. Is there a specific spell that you're not getting it to proc with?

This is the only part of this post I can really answer for you.

Glyph of Frostbotl removes the slowing effect. Brain Freeze says that frost damage spells with chilling effects (read: slowing) can proc the Fireball! buff.

So if you are using the Glyph of Frostbolt, you won't be able to get Brain Freeze to proc.
