I'm not sure if anyone is aware but this skill says 1.5 min cooldown and it clearly says when I look on my screen 2 mins on CD is that because it's not displaying the seconds or what?

Am I really waiting 2mins for a 1.5min ability?
And does that mean 1min 50sec or 1min 30sec?

Clarifaction would help.
