Judgements of the Wise has never returned mana when a full absorb occurs, and I'm fairly sure it's never been clarified if this was intended or not(though I can't imagine why it would be). Currently this has a massive pvp impact, teams with several bubbles can easily run a ret paladin oom in under a few minutes if no damage is hitting him. With the Spiritual Attunement change even more regen will be eaten by this fairly game breaking annoyance.
Current wording,

If it's intended to not return mana it should be worded something like,
