[BUG]Minimap tracking works from any height

For example: I am in Dalaran with Find Fish tracking on. On my minimap it is showing the Glassfin Minnow schools appearing in the middle of Dalaran when really they are way below in the waters of Crystalsong forest.

I also noticed this for quests.
