[Bug] ? Necrosis damage ignoring talents
On the PTR, Necrosis always strikes for exactly 20% of the melee swing as shadow damage. It is unaffected by Rage of Rivendare (+10%) Ebon Plaguebringer (+13%) and Black Ice (+10%).

On live servers it is buffed by RoR and EP. Necrosis does significantly less damage on the PTR as a result.

This is an intended change to Necrosis. It will now always do damage matching 20% of the swings damage, and will not be increased by shadow damage talents.
