I tested Black Arrow again with 5min tests with no proc abilities/talents, no gear, and no glyphs. The following bugs are still present. Recount and WWS reports available if needed.

1. Explosive Shot's damage is not affected by Black Arrow.
2. Noxious Stings does not affect Black Arrow's damage.
3. Hunter's Mark does not affect Black Arrow's damage.
