In the latest build of the PTR, Shadowflame doesn't hit anything. I tested this on players and target dummies, from 8 yards to point blank. The animation plays, it triggers the cooldown, it consumes mana, but does no damage and does not apply the glyph-provided snare. This was with the shadowflame glyph, haven't tried it without.

Edit: Tried it without the glyph. There was no change, it still doesn't do anything other than play the animation, trigger the CD and consume mana.
