Seeing the ability from the target's perspective:
Upon completion of the debuff, stats return back to their previous values. Due to the mechanics of stamina-to-health, the character does not gain back the 10/20% which was lost due to application of Vindication.
Kindly add a clause to the ability such that stamina and health of the target are re-gained upon debuff timer completion.
They stab it with their steely knives, but they just can't kill the beast.
