I just checked this out, and all three ranks are working correctly for me. They are giving full melee and spell crit, in addition to the stamina and expertise. Could you take another look and see if there is something else causing you to not gain critical strike chance?

Taking another look at this, gonna see if I can reproduce it.

I reproduced the bug by waiting until a new build came out and checking my crit%. Every time a new build comes out the crit% doesn't display properly, just go respec and it works fine.

On the other hand, I didn't run a long enough test on recount to correctly test whether or not the crit actually worked.
