Did you have the talent previous to this new build? Can you try unlearning your talents and talenting back into Tree of Life and see if its still occurring?

Just to clarify these reports.

Tree of Life now gives a baseline 20% reduction on mana cost of HoTs regardless of whether or not you are in tree form. So talenting into Tree of life reduces your hots cost by 20%.

Is this what you all are seeing?

OK I see where the confusion is. It is in fact wrong in the current PTR build, but should be fixed in the next PTR build. So hang tight and test it out when the servers are updated again. Thanks for the responses.
