According to the tooltip on Chillblains, it's supposed to apply snare to all targets that have Frostfever on them. This just isn't the case. Instead, it applies the snare (Icy Clutch) to anything you cast Icy Touch on. Spreading Frost Fever through Pestilence does not apply Chillblains to those other targets, as it should. Renewing Frost Fever with the Glyph of Disease does not reapply Icy Clutch either. In fact, Icy Clutch only lasts 10 seconds, whereas Frost Fever lasts anywhere from 15 to 21 seconds (depending on spec).
This is really really annoying, because it basically means that if you want to keep your target snared, you're forced to re-cast IT every 10 seconds, significantly messing up the rotation.
Please fix this.
