When Frost Fever is applied to a target when you have Chilblains talent, they properly get the snaring effect for 10 seconds. If you pestilence the frost fever to other targets, they all get the snare effect, as well.

The bug exists with Glyph of Disease. If you have this glyph, when you use pestilence on the main target and all of the diseases on it refresh, it does not apply a new Icy Clutch (Chilblains proc) snare effect. However, all of the secondary targets still get a fresh 10 second snare, just not the main target despite frost fever refreshing on it.
