Ret still has baseline Sacred Shield -- it is not benefiting from the spell power we receive from Sheath of Light.
A blue on the Test Realm Forum posted that it was a bug and should be fixed in the next PTR build:

That was two builds ago. Please do not let this fall under the radar; we've been asking for this painful bug to be dealt with since beta. If you are taking your time to fix it properly, would you please list it in the KNOWN ISSUES sticky?

From past experience, I have to assume it was forgotten about once again. I am aware that not every issue is in the "KNOWN ISSUES" thread, but this one has been repeatedly posted about for half a year, with Blizzard assurances that it will be fixed. Enough is enough! =P
