I know this is probably the last thing you want to hear, what with the ongoing issues with Ebon Plaguebringer... but it seems as though the new implementation of Razorice is set to suffer a similar fate.
I have only tested briefly, since it's currently late-night (3:30am local) and I'm not feeling social enough to organise an assistant to help me test thoroughly, but a few quick shots at a dummy with another DK's Razorice debuff stacked on it yielded no increase in damage for myself. Now, this wouldn't really be a problem if my own Razorice rune(s) was applying a separate stack... but was only refreshing the other guy's stack (a'la Sunder Armor) - I was unable to boost my own Frost damage so long as the other DK's debuff kept refreshing.
Just to satisfy my own curiosity, I tested against a separate dummy with only my own stacks of Razorice. The debuffs themselves do appear to be functioning as expected if you are the "owner" of said debuffs.
Damage was compared by using Frost Fever (applied via Icy Touch) on an un-touched dummy, the dummy with the appropriate stacks and against one with my own stacks. Frost Fever was never refreshed until it had fallen off completely to prevent interference from the Tundra Stalker talent, nor were any diseases active on the dummy with the other Death Knight's Razorice debuffs.
Again, my testing was only brief and far from comprehensive. I'm quite open to admit I was wrong should that be the case (and, honestly, I hope it is) but the numbers were consistent enough for me to suspect there may be an issue.
