Currently on the PTR both the Disarm and the Horror effect can be trinketed.
There was a blue post a while ago (before it actually made it onto the PTR iirc) that said that only the Horror effect was meant to be trinketable.
The Disarm can be trinketed both while the Horror is in effect or after it's worn off.
