It is supposed to reduce the cooldown of holy shock by 1 second. At the moment it isn't reducing the cooldown at all.

If you equip the glyph, it is not reducing the cooldown of Holy Shock? Or is the tooltip incorrect? Currently the item tooltip being incorrect is a known issue.

Both are wrong. I put the glyph in and tested it, Holy Shock remained a 6 second cooldown.
For that matter, both tooltips are wrong (The spell tooltip after glyphing and the actual glyph tooltip)
