On live I have 30 expertise (something I was going to regem to get down to 27) but on the ptr I have 37.. I checked to make sure everything was the same between the ptr and live. I don't see any changes to any talents that effect this or anything of that nature.
When changing with duel spec I lose the 6 expertise from Vitality as intended and drop to 31. This is not a problem. I believe it has to do with the rating. However when I equip Leggings of sovereignty over dragon brood leggings I gain 10 expertise rather then the 8 from when I equip it on live.
Absolute virtue is killing every! RUN
