Bug? Elemental Mastery
So....I'm out of character transfers, and non of them are my shaman, but does Elemental Mastery suppose to not start its cool down until the 30 sec buff is done?

Generally the only abilities don't start their cooldowns until the buff is consumed are abilities that are used on the next hit or spell cast.

I haven't specifically checked Elemental Mastery, but it should start its cooldown when the buff is cast, not when the buff fades.

Just looked into this more, and it is currently being investigated further. Please check it in an upcoming PTR build.
