First off, this is a bug on live as well. If you shift into cat, or Bear and eat the Festival Dumplings, your mana will not be restored. However, I can attest that on live anyway, Mage food will restore mana while shapeshifted. I haven't tested this with other foods that restore both, so I'm actually not sure which is the bug, but figured I would mention it here.
