[BUG] Decimation
While testing on Iron Council, Decimation didn't proc on any of the bosses that we killed.

I even tried casting Soul Fire to see if the buff just wasn't appearing properly; however, the cast time was it's normal 3+ second cast time.

Tested it myself on the level 83 target dummy in SW and it didn't appear to be working BUT what was actually happening is it does not proc on spell cast it procs on the spell landing, if I waited till my incinerate or shadow bolt landed before casting soulfire the cast time was reduced and it did not consume a shard. so it looks like the rotation is SB SB SF not SB SF SB SF


That is how it is currently intended to work. The issue with Decimation not working has been fixed.
