I read on worldofraids that armor penetration was getting a 25% buff to its effect per rating. Was it intended that this change be applied to expertise rating as well?
I logged onto my druid and put on my cat gear, which on live is expertise capped at 26 skill (10 from talents, and 136 rating for +16 skill). I noticed I was sitting at 30 Expertise in my character sheet. Upon hovering over the 30, the tooltip reads:
Reduces chance to be dodged and parried by 7.50%
Expertise Rating 136 (+16 expertise)
I tested to make sure it wasn't just that we were given 1% base expertise by removing my 4 items that had expertise rating on them. I was back down to 10 skill with 0 expertise rating.
I then equipped one item, Heroes' Dreamwalker Legguards, which has 37 expertise rating. This increased me to 15 expertise skill. The tooltip when hovering over it read:
Reduces chance to be dodged and parried by 3.75%
Expertise Rating 37 (+4 expertise)
So +4 is giving us +5, +16 is giving us +20, an increase of 25% effect per rating. I figured it may have been linked to the change made when armor penetration was buffed. I don't recall seeing anything about expertise being buffed with it, which is why I'm wondering if this is intended or just a buggy side effect.
