So, I noticed that between the PTR and the live servers I have gained 6 Expertise from the same amount of rating. Seeing this on my Arms Warrior I untalented to see how much I lost -- I lost the 4 it has always given.
I didn't test to see if this is an error only in the tooltip or if there is even an intended change to the scaling per rating, but obviously something happened.

Here is what the tooltip reads on the PTR untalented (no modifiers):
Expertise 28
Reduces chance to be dodged or
parried by 8.00%
Expertise rating 187 (+22 expertise)
