Overview: Initially it was thought that Scourge Strike was being affected by armor, because the lvl 55 Ebon Hold dummies happen to have exactly the right amount of armor to explain the damage loss. After more data has come in from other sources (EJ plus my own tests), it appears that the damage being done is simply about 18% below what it should be according to what is listed on the tooltip.
Testing conditions: I did these tests on the lvl 55 training dummies in Ebon Hold. This was done to remove the chance of partial resists on the scourge strikes. The tests were done with all items that provide AP procs removed so the results were not skewed. The spec that was chosen did not take any talents that affected scourge strike damage. All attacks were done with 0 diseases on the target. The weapon used was http://www.wowhead.com/?item=1196 to reduce fluctuations in damage, and my AP was at 2833. The number of strikes used was 100.
Scourge Strike: 55% weapon damage plus 437
Theoretical:
SS min: 816
SS max: 822
SS average: 819
Actual:
SS min: 667
SS max: 672
SS average: 670
Damage reduction from theoretical values = 18%
Conclusion: Either this is a tooltip error or there is an error in the damage calculations for the strike, possibly residual from an old build.
