I've been rather curious about this glyph for a while, but not enough to test it on live. I hit a heroic training dummy with Chains of Ice 100 times, not one of them crit (I have 18.85% spell crit for the record). In addition, of those 100 casts the actual Chains of Ice effect missed 10 times but the Glyph still did its damage. The Glyph effect never missed. I'm not sure if these are bugs or intended design.
